PROFESSIONAL EXPERIENCE
Present – Independent consultant – specializing in project controls - estimating, cost, scheduling.
2006 – 2009 Owner - Merit CM Corporation. Development consultant and cost consultant on early stage “total energy” plants using a variety of biomass feed stocks from corn to sugar cane and sweet sorghum. Additionally involved with feasibility work on early stage small (<25 MW) gas fired combustion turbine based cogeneration plant. Cost mapping of energy needs for potable water plant.
2005 - 2006, Manager, Engineering Project Controls - MedImmune, Inc. Managed bidding of construction projects for publicly held biopharmaceutical company. Screened and added contractors, conducted bid openings, and formalized the engineering procurement systems. These efforts saved approximately 6% on a capital budget of $200mm USD. Performed space planning and lease procurement activities.
2001 - 2004, Principle Project Controls Engineer - Bechtel Corporation. Prepared EPC estimates for grassroots gas and coal fired power generation plants in the USA and Japan. Project sizes in excess of $500mm. Prepared budgets, schedules, and cash flows for development stage tomato processing plant, ethanol production plant, and integrated dairy. Development projects were in excess of $100mm.
1999 - 2001 Owner - Merit CM Corporation. Prepared design-build “how-to” manual for water-related plant design-build services. Marketed engineering services focused on industrial clients for an engineering firm entering the industrial market. Developed a business plan involving the $20 million reorganization of three operating businesses and one planned business. Wrote successful business plan for water equipment warranty business. Assisted small business contractor to organize and enter land development activities.
1993 - 1999. Various Roles, Black & Veatch. Managed a project that defined total workflow and improvement of project execution systems within the Process Division, and coordinated Y2K upgrade efforts for the Process Division. Developed and maintained a project support services department while assigned to the Black & Veatch Industrial Division, including estimating, cost engineering, scheduling, procurement and expediting, and proposal assistance for engineer-procure-construct projects. Created business opportunities for the Industrial Division with Entergy, Pfizer, Searle Laboratories, Farmland Industries, City of Loveland, CO and a variety of developers. Developed innovative method for capitalization of central plant improvements for universities. Extensive client contact from cold calls through contract negotiation. For Process Division, wrote and presented a private equity offering for a development stage $300 million dollar merchant pig iron production business to be located in New Brunswick, Canada. Prepared the initial capital cost budget for the government-sponsored feasibility study. Negotiated an option on an equity position with the developer on behalf of Black & Veatch; prepared and presented the offer to the president of Koch Ventures.
1991-1993. Supervisor of Estimating UE&C Mid America office. Implemented estimating methods and procedures. Trained a staff of seven project estimators. Developed estimating program and procedure for estimating engineering projects; was adopted as regional standard. Produced total installed cost estimates for domestic and foreign projects including can manufacturing plant, coal handling facility, coke oven battery, food and pharmaceutical facilities, power plant modifications, oil refinery and chemical plant modifications. Experienced with budgets for intermediate radiation waste storage structures. Made frequent presentations for business development efforts. Project sizes ranged from <$1mm to >$400mm USD.
1984-1991. Owner - Merit CM Corporation. Provided consulting services for a variety of industrial customers. Developed a five-year plan for a manufacturer of plastic pipe jacketing. Obtained and prepared a proposal for engineering and construction of a sour gas treatment plant for Marathon Oil in Cody, Wyoming. Wrote marketing plan and business plan as part of a private offering for an emulsified asphalt manufacturer. Coordinated test installations for the product, completed site permitting for plant for this project in the role of Vice President. Assisted in securing funding for the company developing this project. Designed and built a landfill gas extraction plant. Prepared many estimates for commercial building projects from $500K to $3MM. Estimated capital for a precious metals processing plant and a catalyst recovery plant. Developed successful loan package for 135-acre commercial development. Negotiated a 400-acre gravel lease on behalf of landowners; doubled their royalty structure. Managed construction on a storm water retention structure and the renovation of a storm water collection system. Officer and as director on two small corporate boards. Member of board of advisors for land developer. Performed start-up consulting for seven new small businesses.
1982-1984. Terra Construction Company, Business Development and Special Projects. Wrote and executed a construction-marketing plan for a holding company which owned eight operating companies in Colorado, Wyoming, and New Mexico. Negotiated leases for sand and gravel operations, hot mixed asphalt plants, and hard- rock quarry sites. Oversaw site sampling, core drilling, and testing operations. Coordinated permitting activities for these and other company-owned sites. Maintained permitting status for existing sites, and screened business proposals presented by others.
1981-1982. Penner Construction Management, Project Manager. Completed project supervision for multi-family housing projects in Denver, Grand Junction, and Dillon, Colorado on behalf of a private developer-constructor. . Met with owners and architects/engineers from planning to completion to review and coordinate projects. Activities included estimating, writing subcontracts, and purchase agreements, and scheduling of projects. Developed two successful project loan placements.
1980-1981. Greyback Consolidated, Manager, Denver Office. Managed the Denver office; oversaw estimating, business development, and staffing for process plant projects and proposals in the natural resource industry. Prepared proposal a four-gas air separation plant for Big Three in Casper, Wyoming. Developed numerous construction estimates for landfill gas processing plants. Negotiated lease for landfill gas processing plants. Negotiated lease for landfill gas extraction site. Was Vice-President of Exploration for this start-up enterprise.
1978-1980. Plant and Field Service of Texas, General Manager, Houston Branch Office. Turnaround management performed. Stopped theft; stabilized projects; instituted control systems. Restored profitability. Total oversight and profit/loss responsibility for petrochemical construction branch office with $3,000,000 annual contract volume. Initiated business development, staffing both of office and field, estimating, project control, and warehousing. Established client relations with eight new clients and new projects with four of those eight. Estimated gas projects for Tenneco, Exxon, Air Liquide, Linde, Conoco, and Monsanto.
AREAS OF ADDITIONAL EXPERIENCE
Computer literate - proficient with word processors, spreadsheets, scheduling, and presentation graphics applications. Author of technical paper on skid-mounted process plant equipment and fabrication published in an issue of The Estimator, a national journal for members of the American Society of Professional Estimators. Developed inflation forecasts while with two major engineering-construction companies. Prepared successful loan request packages for a health and fitness center, 250-room hotel, high rise condominium, and start-up venture capital proposals for commercial development/construction projects, and industrial projects.
