Position Summary:
The Auditor/Inspector schedules visits and performs audits on-site at client's homes. Homes are audited for weatherization tactics and home repairs that may result in improved heating efficiency and/or correction of potentially threatening conditions impacting safety or health. This position is responsible for advising clients of appropriate weatherization measures to be completed, prioritization of measures, verifying income for program eligibility, and distributing information regarding energy conservation. The Auditor/Inspector also participates in contracting with private firms for provision of weatherization services and acts as the principal contact for contractors regarding field aspects of contracted work and inspections.
Essential Duties and Responsibilities:
· Schedules and performs energy audits and diagnostic tests (i.e. blower door, furnace testing, and duct evaluation) on qualified households to determine appropriate weatherization tactics and/or home repairs.
· Evaluates household fuel usage and educates clients regarding conservation methods and measures. Refers client to other social service programs for additional assistance as appropriate.
· Evaluates efficiency of household heating systems, provides instruction in care and maintenance and makes referrals to heating contractors for repair and service.
· Performs minor air-sealing and home repair tasks as required.
· Participates in the contracting processes for weatherization services with private sector contractors and acts as principal field and technical contact on all weatherization jobs.
· Performs post-weatherization inspections for compliance with applicable specifications and standards.
· Performs secondary client intake tasks as needed (i.e. income verification, landlord permission, fuel usage).
· Works with utility and local agency housing rehabilitation staffs as required.
· Monitors and evaluates client’s progress on energy action plan. Amends or revises plan as necessary.
· Maintains client records, analyzes data on energy consumption, and completes required paperwork as necessary.
· Assists with data gathering and compilation for reporting purposes.
· Attends meetings as necessary, including but not limited to, local, state or federal energy programs.
· Performs any other job duties as requested by management.
Qualifications:
Minimum Required:
· Minimum 2 years field experience in any one or more of the following disciplines: construction, HVAC installation, plumbing, electrical, or home repair and related building codes.
· Minimum 1 year experience or related education in energy conservation methods, techniques and applicable codes and regulations.
· Ability and willingness to pursue Inspector level certification per criteria set by the Oregon Energy Coordinators Association. Able to complete required course requirements with passing scores within 18 months of employment.
· Ability to safely operate equipment in the field including power hand tools, manual hand tools, diagnostic equipment such as blower door, and carbon monoxide tester.
· Excellent verbal and written communication skills.
· Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
· Demonstrated ability to evaluate individual households’ conservations needs and recommend needed changes.
· Ability to write routine reports and correspondence, effectively.
· Ability to work effectively and collaboratively with a diverse client and peer population.
· Dedication to working collaboratively as part of a team as well as be motivated to work independently.
· Intermediate experience working with Microsoft Excel, Word, Outlook and PowerPoint.
· Must have valid driver's license, good driving record and proof of current auto insurance.
Preferred:
· Inspector-certified per Oregon Energy Coordinators Association criteria
· REAP-Certified and/or an OECA course instructor
· Bilingual English/Spanish, written and verbal
· Prior experience working at a Community Action Agency

Working Conditions:
· Works in client homes, at contractor locations and in an office/warehouse environment.
· Work is performed in all kinds of weather, often in hazardous conditions due to adverse weather, pests and irritating materials (i.e. fiberglass), heights (i.e. roof) and confined spaces.
· Work is medium in nature, lifting 50 lbs. max. With frequent lifting and/or carrying of objects weighing up to 25 lbs.
· In normal work day may crawl, bend, squat, and/or climb constantly.
· In normal work day, may stand/walk 6__ hrs per day; may sit _2 to 3_ hrs/day; may drive _2 to 3 hrs/day.
· May use hands for repetitive grasping, pushing and pulling, fine manipulation _3_ hrs per day.
· May use hands at or above shoulder for 2 hrs per day.
